As a duelist Maul is superior. Force wise, Shan owns. You can't argue that, Maul couldn't even summon force lightning.

Somebody in the comics thought she could beat Maul because she could use Lightning. It turned out she wasn't half the dark-sider he was, and she ended up getting bisected immediately after.
