Well, the thing is Goku chased the monkey at the start of his training, when he was about halfway between 400-500 pl. So that initial training bumped him up to what.. 500-600 when he finally caught him? Hard to imagine he went from 400+ to Piccolo's 1,000+ just by chasing Bubbles. He's not Freeza. 🙂
So it makes sense that Piccolo would find the noob training boring, being a lot stronger then Goku was
That said, Nail was about 42,000. Piccolo wasn't any higher then 2,000 at the most in the Saiyan Saga, going by the scouter reading, and accounting for suppressed power levels and Piccolos weighted clothes. Even Gohan's peak power level was barely enough to make Nappa block his attack. And Nappa's WEAKER then post Guru Krillin and Gohan.
Now, if we.were using post King Kai, Piccolo probably stomps Nail. But only if we use anime filler.. Team Z fighting the Ginyu Force in the afterlife isn't canon.
Totally should be, though.

I don't think he would have been nearly as confident that he could help beat Freeza, if his PL weren't at least in the same ballpark. So it seems logical to assume he was somewhere around the 400-500k mark at the time(1st form Freeza=530k.)

There's no proof King Kai even trained him in the manga, but even if he did, how would Piccolo reach levels it took zenkai boosts and a M
Kaio Ken for the Saiyans to reach?
Goku himself was nowhere near where you're putting Piccolo when he got to Namek, even with his Kaio Ken.
