A random encounter would see Frank dead. He can see 2 minutes into the future, but 2 minutes later when Quicksilver shows up, Frank will be a statue.

People in real life have dodged bullets. No one moves so fast that bullets are nearly frozen and people are frozen. It doesn't matter how many times he splits the future, he will be stuck as soon as Pietro gets within range of the fight.
Frank could be throwing the punch before Pietro even moves, but once Pietro does move, Frank is frozen in place.
