Still basing this on the idea that none of the Z fighters (Including SSJ Gohan) were a match for First Form Freiza. 5th form Freiza is a couple hundred times stronger than that, assuming his transformations are the same as they were in Z.
With that in mind? The idea of Beerus being 100x stronger than SSJ3 Goku is hardly outlandish.
Even before the Baby arc rolled around, Goku was getting hilarious gains in GT

Base Goku (Planet M2 battle) ≈ Base Rildo > Unspecified Majin Buu form > Super Mega Cannon Sigma > Mega Cannon Sigma > Level 3 Luud > SSJ Goku (Planet Imegga battle) > Level 2 Luud > Ledgic > Base Goku (Beginning of GT) = Uub (BoGT) = Kid Buu
Goku was pretty satisfied with his fight against Uub, saying he wanted to go all-out against him for once, and considering the entire crux of Goku training Uub is to get him to his Kid Buu level of power for a good fight, I'm pretty comfortable with Uub being Kid Buu tier
Ledgic should be self-explanatory, just youtube the fight if you want
As for Luud, his level 2 form has great power according to Goku and Trunks stated Luud's ki was extraordinary, which wouldn't make sense if he's weaker than Ledgic IMO. Luud just couldn't use that power very well. Level 3 Luud is obviously even stronger, and considering Luud's previous form didn't flinch from Base Goku's kamehameha plus the gap between Base Goku and Ledgic not being gulf-like, Level 3 Luud should be above Imegga battle SSJ Goku.
The Mega Cannon Sigma squad got praise from Goku after the Luud battle, saying it's been a long time since he sensed power that amazing. Gill gave them Goku's battle data, which includes SSJ Goku's fight against Ledgic, and they were pretty confident of being able to beat Goku. It's only when Goku, in base, surpassed the data they had on him that they (in their combined Super Mega Cannon Sigma form) were beaten.
With all of that said, Base Rildo should be above Buu's higher absorbed forms, likely stronger than Buutenks at minimum

Anyway, I don't know if I can agree that Rilldo was on-par with some of Boo's more enhanced forms.
My basis: Oob and base Goku were about equal--Goku may have actually been a little stronger, but the difference was still marginal. As you mentioned: all indicators point to Oob being equal to Pure Boo(he was, after all, Pure Boo reincarnated, so that makes sense.) That said, base Goku and Rilldo were also equals--their entire battle was a stalemate.
So imo: base GT Goku ~ base Rilldo ~/> Oob = Pure Boo ~ SSJ3 Z Goku.

Well, like I pointed out, there were a few battles leading up to Goku vs Rildo in which Goku praises the strength of his opponents and had to turn Super Saiyan for who I'd say is the weakest of them. Ledgic never got the "stronger than Buu" praise Rildo got, despite Goku being pretty much equal to Uub in the beginning of the series. Rildo would have to be stronger than one of Buu's higher forms at least for Goku's statement to make sense. This also means Goku's battles in space had him level up, of course.
Incidentally, I wouldn't put the below Rildo tier GT enemies at the level of the stronger Buu forms, considering Rildo is the very first to get the "stronger than Buu" accolade.
Yeah, I suppose that Goku could have inextricably leveled up between his fight with Oob and his fight with Rilldo(it's not like GT has to make any sense whatsoever, lol.)
It's also possible that he wasn't going all-out against Oob, like he would an enemy..? Similar to when Trunks attacked Goku with his Freeza-busting slashes--he was subconsciously holding back because he didn't want to hurt/kill Goku. /shrug
