True. Though normally at least some level of power is expected, being exceptional in other areas can result in a less powerful person getting the role.
Exactly, for example, Vrook and Zez-Kai Ell are stated to be lightsaber experts when compared to Kavar, while Kavar is stated to be more powerful via force powers/with the force. Like you said, Exceptional in some areas, in Kavar's place, the Force. And in Zez Kai and Vrook respective cases it is combat.
Still, even Coleman Trebor handled droids and Geonosians without much problem. He's no powerhouse but he definitely knows which end of the lightsaber to use.

I always found that strange to be honest. First time i saw it i thought it was that she was weak compared to people like Kam Solusar. Kyp Durron, Corran horn, Brakiss, etc etc. But the author does a complete one-eighty and then states she has deep and incredibly powerful knowledge. But whatevs

There are missions where the Jedi will just say, 'nope, you aren't strong enough for this. We're picking stronger people.'
Being the one that called in a team seems like the best way to end up the weakest person on it- Like Johun Othone calling in his, otherwise he'd have no business being with them.

Well, yea, she has knowledge. But knowledge isn't directly power or strength, it's just indirectly strong because it creates strength in others.
