the human's last chance is to release Robocop in hopes that he can stop Loki.

Loki is in front of OCP forcing the Corporate execs to kneel.
The doctor and his assistant release Robocop and explain what is happening.

Robocop exits the building to face Loki.

Loki is bulletproof and a powerful illusionist... He stomps.

Dunno that illusions will work on a computer system but yeah being bulletproof hurts Robocop's chances here

I would imagine that Robocop not having anything that could ko/kill Loki would hurt his chances more than whether or not he can see past Loki's illusions.

Loki's knives will mess up Robocop pretty good.

loki wins, he is an actually pretty skilled fighter, stronger, bulletproof etc. Loki wins this with minimal effort

He is, at least to small arms fire. He takes a round or two to the face during his opening fight scene in Avengers, without any injury.

Plus repulsar blasts and a explosive arrow to the face, I don't robocop what is needed to bring Loki down.
