The Z Sword wasn't really implied to have some sort of Mjolnir-esque spell in place that prevented certain beings from lifting it. As Goku and Gohan both noted: the Sword itself was just really, really heavy. That's why Kibito couldn't budge it.
Ultimately, all of the legend/lore/myth that surrounded the Sword was just referring to Elder Kaioshin and his power-up.
