Yes, it does. Its an era in which Jedi Order have peaked in competency. Its an era of multiple powerhouses.

Revan is certainly among the strongest in the lore but same is true for Hero of Tython. This is reinforced by the fact that the Emperor's Wrath considers joining him in his quest to stop Vitiate.

Most of the lore-based promotion of protagonists (including Hero of Tython) occurs in the original SWTOR stories (levels 1 - 50). After the original stories, lore-based promotion largely stops and character progression becomes murky. However, this is likely to change in upcoming Knights of the Fallen Empire expansion which is heavily story-oriented.

Don't be surprised if Hero of Tython turns out to be a Luke Skywalker-equivalent in the Old Republic era.

He died trying to commit genocide on 95% of the Empire and then died against after resurrecting Vitiate.

But then became good. After his goor side fused back with hie bad side, he became good again.

The Hero of Tython IS the Luke equivalent in the Old Republic era. They based her on him.
