If you think about it Scarecrow could beat almost anybody with his Fear Gas, so long as the gas can actually affect the person. It wouldn't work on Ultron for instance but any flesh and blood character could be affected by it because any of them have fears that can be exploited.

So you're arguing that he can beat Banner?

i think this would work on standard human biology

banner in fear mode would probably unleash the hulk who is suped up on some serious gamma. which would probably burn out the gas
