I'm inclined to believe offensive trasmutation wouldn't work on Tyrant. I think the Doctor's lone chance here would come from time travel.

*sigh*
I'm convinced someone is trolling me at this point. I keep running into this claim.
The occurrence that you're referring to was a non-feat, and it's misleading to say he created a universe. He did in a technical sense, but it was a BFR dimensional teleportation feat, not one where he produced the energy/power required to create a new universe.

😂can't see the doc beating tyrant. i was figured ss was a better match for his level but i don't know him THAT well. out of curiosity, who is the biggest baddie the doc has put down...?
That's a good question, and I'd need to think on it a bit. Some of his best feats aren't against a particular foe, per se, but are things like telekinetically holding Italy in place, casually time traveling with a thought, and creating a new body for Winter with an identical power set.
The answer might be Jenny Quantum, tbh. Doc was taking it to her despite her best efforts. He also embarrassed a guy who had telepathic control over about 60% of the world's population, which also gave him their combined strength. The evil Doctor also took out dozens of heroes, many of them (presumably) herald level, and was toying with the rest of the Authority. He also froze Majestic in place while drinking a soda and d*cking around with Hawksmoor, which places him well above the Majestic-tier herald level.
Those are probably his best showings in terms of power level of the opposition. But, as mentioned, several of his feats lack a particular foe as a reference point.
If he lets loose like he did against Jenny, for example, I do think this is a decent head-on fight. He was opening dimensional portals to bring more firepower to bear, creating and countering anti-matter attacks, reforming himself after being exploded, and all sorts of other stuff. I think Doc loses, but he's a solid jump above even the best high heralds. So he wouldn't get run off the court like Tyrant did to that team of heralds.

Cool, Digi.In the same vein, when Tyrant's raw power is mentioned, are we tslking strength, invulnerability, and power blasts?
Just wondering.
Pretty much.
Problem is, if transmutation doesn't work on Tyrant, Doctor doesn't have a signature offensive attack that should really deck Tyrant in a way that other heralds (Surfer, etc.) haven't already tried. He's got some raw power, sure, but his true strength is in his effortless versatility. It's just hard imagining how he utilizes that to kill Tyrant.
I think both would have trouble taking out the other, tbh. The Doc has had his brain punched out of his skull and still reformed. He's been exploded into a a human-shaped mass of stuff that's inside our bodies (blood, organs, etc.)...and reformed instantly. And he could turn most energy attacks into something harmless.
Which is why I mentioned time travel earlier. I'm actually not sure how that equals a win either, tbh. So what else could he do? Swallow the sun (stated to be possible but never shown) and burp it out at Tyrant? Flood him with a telepathic assault? Hope he can strength amp past Tyrant?
So when faced with this uncertainty, you go with your gut. And mine says Tyrant.

Haven't read Authority in a long time, makes me want to go back and read it again.
