I've never read Dredd before. Does anybody mind telling me what tech he has and what he's capable of?

A Dark Judge's essence, however, cannot be destroyed by any conventional means.

Extremely inaccurate, Dark Judge Death was throwing around tanks with his bare hands, shattering concrete walls, and was regenerating from scraps.

Their essence can be destroyed/exiled, it is how they were defeated the third time when they were banished to limbo.
