Hard enough shots do some damage even with his rubber, I can see five gates doing some, but yea, Lee is ill-suited for this task, all hits are at significantly reduced damage, so Luffy simply outlasts him and wins. It takes awhile with Lee's speed, but sooner or later he's going to try his lotuses and then slow down.
It'd take at least post-skip 6 gate (i.e. fire punching gate) Lee.
