Under Clinton, they signed a deal. They then didn't try to make nukes during the rest of his term. During the Bush years, the agreement collapsed.
This, however, was not the end of it. Even with no deal in place, there was some time before anything happened...

George W. Bush tried to get them to a new deal, and continued to talk throughout his term, while also notably trying to use intimidation on them, even though they reported their first detonation in '06 (though it was generally agreed to be only a partial success).
Ironic, that they only started building their weapon after an agreement was broken, and you chose to blame the agreement's founder.
