I'd argue that the Maker's mind is the deadliest out of the lot, but Dr. Doom does have the whole omnipotence-thing going for him now so he probably doesn't even need the prep-time.

Edit: i get what you mean about why you think he'd win, after your explanation; my question is purely about his intelligence.

His Technopathy, hypnosis and far better stats make this an easy win and that's assuming he doesn't have access to Pym's power set.
