I don't get it, why is Satele Shan assumed to be incompetent in matters of Jedi dueling arts?

Don't see how being matched up against a highly skilled swordsman like Plo, makes you incompetent.
Koon is confirmed to be one of the most powerful Jedi ever, and his skill with a blade was praised by the likes of Darth Maul.

Satele is rather good in a duel too, as her fight with Malgus showed, as her defeat of Mekhis showed.
