Juggernaut was punching through a dimensional barrier. Huge difference from actually destroying dimensions with his punches.

Well Strange couldn't even make it to Shuma's realm without massive power ups, otherwise he'd have gone comatose with Kaluu before he reached it.
Shuma also took part in the Cancerverse fiasco. That event alone puts him above Cyttorak.

Has Cyttorak ever been considered a threat to the 616 universe? Because Shuma-Gorath was in his debut.
