I'd say Fisto for both. Canon Fisto could probably hold Zallow off. If anything, Zallow would be on the defensive. Zallow wouldn't do very well in a one on one engagement. Zallow is text book Ataru while Fisto is an unpredictable master of Shii-Cho.

In what way is Shii Cho better specced for 1v1 than Ataru?
