In a way, yes, to modern-era 616, yes ... but the story takes place in 616 Hercules' 'possible' future.
So, it's a legitimate universe representing the possible future-selves of 616 Olympians.
Like all "possible 616 futures" it's located in an alternate reality.

Although technically it's not canon to mainstream 616,
in an open minded debate we should be allowed to use them imo, (unless the story involves an upgrade/amp/boost)
because they are the future-selves of the mainstream 616 cats. (and nothing's changed power-wise)
This is the case even if the mainstream 616 timeline never merges into this particular future reality.
