no go zones in europe.... true or false?

i always hear people saying there are areas in europe that have been abandoned by the local police and ceded to local muslim gangs... then i hear other people say it is a myth invented by fox news.

the closest i've come to some confirmation of the concept is this:

http://dailycaller.com/2014/11/02/swedish-police-release-extensive-report-detailing-control-of-55-no-go-zones-by-muslim-criminal-gangs/

which alleges that a police report in sweden details the ceding of control of certain areas to muslim gangs.

if it's an actual police report that would seem like a somewhat reputable source. but i don't speak swedish.

i know there are europeans on the board... any insight?

I can't speak Swedish either, but Google Translate seems to work pretty well, this is the summary:

"In Sweden, there are currently 55 geographical areas where local criminal networks is considered to have a negative impact on the local community. The areas are spread across 22 cities - from large cities to smaller towns and considered socio-economically disadvantaged. The large criminal impact on the local community appears to be linked to the social context in the areas of rather than on the willingness of criminals to take power and control of the local community.

The criminal actors in areas not seem to be included in the structured gangs, but rather in loosely connected networks, broad-based youth environment. They are generally considered to have low strategic capability. There are a few exceptions in urban areas, where a few network described as more structured and considered as having a higher strategic ability.

Players can be divided into a younger and an older layer to some extent linked by kinship. The younger is usually included in the loosely connected criminal networks centered around a few key people. Their crime is less complex and often consist of drug sales to the abuse stage, thefts and burglaries in the neighborhood. The elderly are more structured and is involved in more organized crime such as advanced thefts and organization of drug supply to the regions.

Prevalent crime among local criminals areas include open- group drug trafficking, criminal showdowns that manifests itself in serious violence in public places, various forms of extortion and unlawful influence and extroverted dissatisfaction with society. All of the above expressions manifesting publicly critical Minell power and become a reminder of what the criminal actors are capable of. This together with active pressure on the local community in the form of threats, våldshandling- s and extortion assumed to be the basis for the fear police believe exist in the local community. The fear manifests itself in that it is difficult to get people to attend, litigation ago against local criminals.

Developments in the areas has led to difficulties in investigating crimes. Police have also in other respects difficult to work in these areas, partly because of the environment reacts to the police at intervention or by attacking the police vehicles.

Police difficulty in curbing the problems mentioned could be a contributing factor to the public in many cases perceive that it is the criminals who control the areas of. Such a view may be contested role of the police as a guarantor of security, and ultimately reduces the public's inclination to turn to the police. The situation in these areas is of concern and has in several cases meant that police have not been able to fulfill its task."

It doesn't seem to call it "no-go" zones, only stating that it has negative impact on the local community. Also it doesn't seem to mention muslims.

Also the ending statement:

"The Directive states that the report on the possible clarification of the terms, the police can use the of to describe the problem area. During the work it has become clear that the problem is very complex and difficult to catch in one term. The image that the front entry consists of the local criminal networks with distinct geographical presence which has a significant impact on the local community. The major breakthrough in the local community appears to be linked to the social context in the affected areas, rather than depend on an elaborate willingness of criminals to take power and control the local community. At present there are no signs that there are gangs that have organized themselves with such a distinctive strategy. In the affected areas seems rather the criminal actors have low strategic capability and included in loosely connected networks, broad-based youth environment. This means that older criminals in organized crime are bound together with the local youth environment.

Within the criminal environment is always a certain amount of parallel society with its own order to maintain standards and sorting out disputes. It follows that the legal society justice is not available to him. So also sees the situation in the most vulnerable areas of. As previously mentioned, it is not legitimate to speak of the existence parallellsam- appliance in a broader sense in most of the areas. The criminal actors have, however, other ways have great influence on the local community.
The criminals profit from public fear them and that police can not work without hindrance against them. To some extent, the criminal actors actively involved in creating these conditions through actual pressure, such as threats and violence against participants in the local community and to some extent it is a side effect of another crime. The karaktärist- genomic expression that appeared for the problem are:
• serious public violence, often at the risk of third parties
• widespread and sometimes open drug trafficking
• various forms of extortion and acting out dissatisfaction with society

All expressions manifesting publicly criminal power and become a reminder of what the criminal actors are capable of. It is believed to be the foundation of insecurity prevailing in the areas and the unwillingness of residents to participate in legal proceedings. Part of the police has led to difficulties in solving crime in areas which probably diminished confidence in police as the upholder of public order and security. This might eventually lead to even less inclination to cooperate with the police and turn to the police for help.

In cases where the public understands that the police did not manage to suppress and investigate such offenses may have contributed to the perception that criminals "control" in the area. To police employees fit their way of working in the fields, for example by increased security measures at the entrances arrests sends thereto a signal to the public that police deem the area as dangerous with potentially stigmatizing effect.

Overall, the situation can create a negative spiral that feeds fears and insecurity without concrete threats need to be pronounced. Thus establishes an informal power structure in the local community, which ultimately benefits the criminal actors. In several areas experiencing police that such a process occurred and that the public's fear of reprisals led to the ordinary justice system to some extent been sidelined. This is expected to lead to confidence in the state's monopoly of violence could be undermined. The police therefore sees the situation in areas as serious."

So the report seems a lot less alarmist at least than the article.
