Also, friendly word of advice to everyone: ban the more uber Flashes, and/or overt speed force manipulation. The last tourney managed to be ok allowing lightspeed because really only Jay could skirt in under the caps. But no judge wants to read a bunch of people squabbling over which picosecond feats are better, which is what it will devolve into once everyone realizes there's no reasonable counter to say, Wally or Barry's reflexes other than taking their own speedster.
We've banned Speedforce users who are midherald; in effect, if you're a Flash, you have to be Low Herald.
That cuts Wally/Bart/Barry out.

Probably. But it's not particularly good strategy to announce your intentions in-thread like this. It might depend on what you mean by full powered, though. 7th Day Juggs likely wouldn't be allowed, for example.
In general, though, AM is one of the best suited to exploiting the Jeffries/Adamantium rule in the OP. Had I entered the last tourney that's wrapping up now, he was high on my list. If strategies like the one you're talking about here aren't specifically banned, there are worse ways to go.

Power Level & Format: 3-character amalgam or team. 2 mid-Herald limit but if you choose anything lower you can use a 3 person team minus a mid-herald level character.was that drafting one mid herald and two low herald or lower would be valid.

Since it was hazy and since I was tossing the idea around, might as well allow a team of 3 even if you have a mid-herald as a part of it, but no more than 1. Some of the draft ideas had that same idea so it's my fault
To reiterate: you can have an amalgam or team of 3 characters, but only consisting of 1 mid-herald, if you want 2 mid-heralds you only get and amalgam or team of 2 characters
There also has to be a public draft in this thread so that it's transparent and it gives everyone the ability to weigh in on potentially high-herald or higher picks. I just have to fallow up with one person to see if they're interested before that happens cause that will decide if another person has to be found to keep the numbers even
