Sam or Tyrion. But I want to say that somewhere in the books Hobbits were said to be stronger than their size would suggest.

not only that but the hobbits (frodo and sam) have more fighting experience ( especially sam)

The Hobbits are specifically meant to be that size. Meaning they are in proportion to their size and their strength, agility and speed are at least normal. Tyrion suffers from dwarfism, has a disproportionate body, and that will hamper his agility and movements.
