On topic: Probably nobody. Don't get me wrong, there are plenty of better duelists, but neither specialized in Soresu.

Take Yoda for example. He's a master of all 7 lightsaber forms, and the best duelist during the PT era. Yet that doesn't mean he's better than everyone with every form.
True enough Fisto was stated to be the best Form I user, Dooku was stated the be the best Form II user, Kenobi the best Form III user, Anakin the best Form V user etc. Yoda is better than either of them, but not in their respective form, but with his own Ataru mastery.
