Mandrakk I was the literal embodiment of anti-story, who literally ate stories and the very concept. He was referred to as the "ultimate enemy".
Cosmic Armor Superman represented the opposite - the ultimate story - that, in short, could never be destroyed.
It's literally a plot device. Literally.

And he was adapting to all those attacks on the fly and getting stronger.
