Goku wouldn't be worthy, his personality traits are too flawed to be even a legit choice imo.
Gohan or Piccolo would be the best choices. Piccolo has a noble sould, cares for others (cares more for Gokus sons than Goku) and is a honorable warrior, Gohan as his pupil might be able to do it and never forget Yamcha!
