The Jedi tend to be noble and in a way follow a code of honor in battle. They're not cheap bastards who don't give their opponents a chance. Sith do whatever the hell they want. Btw, Maul never used TK against Vizsla; if he did, deathwatch wouldn't have respected him as a leader when he won and likely would have turned against him.
Opress easily choked out mandalorians who were firing at him in the same episode.
Kenobi was easily able to Force push Vizsla Mid-Combat into his own men who had to catch him and give him a lift up.
So either Maul was holding back on TK against Vizsla, or both Kenobi and Opress's use of TK >> Maul's use of TK.

We see Maul and Opress Storm the Hutts crime layer and that those skilled opponents take on the Sith and hold their own. It wasn't like easy random choke outs. Common sense.
