His power level can be based off the other Zodiac as well since they were all equals based on what was said.

Not really that obscure. They are an established super villain group. Scorpio with the Zodiac key caused lots of mayhem in the late 80s through mid 90s. They made appearances on and off up to the early 2000s.

Thor did admit right after that fight that Taurus bested him. He also was in disbelief that any of the Zodiac could be bested until Hulk took one out.
