When did she ever control the weather on that large of a scale? Her best feats that I recall are:
-it was cloudy outside, she made the clouds go away
-lightning bolts
-multiple lightning bolts at once in the beginning of the final fight in X3.
-conjures up cold, but not in a very large area.
Imhotep is durable, immortal, and has telekinetic powers on top of his sand storm stuff, which again was just on a scale Storm hasn't shown that I can remember. Not to mention that whole flesh absorbing thing he could do...though it is possible he isn't capable of doing that once he is fully healed.
