Kuro's speed makes him hard to hit- and ironically the fact it's a blind attack somewhat cancels out the advantages of mist- but Zabuza's willing to take a hit to make a kill, and water clones are nice/may lead Kuro to think he can slow down, and give Zabuza a chance to strike.
Plus a water dragon is just a game-over.
I go with Zabuza.
