In a PIS-free environment, Hal /w/ a standard GL ring has good odds against Bill, imo. Hal /w/ Krona's Gauntlet should have even better odds, considering the Gauntlet >> a GL ring.
...But that pesky Stormbreaker makes it hard to say for sure.
