Considering Arima hadn't seemed to be exerting any visible effort in his fight against Eto, I'd be willing to say he'd win this fight, if only because we've yet to see him even remotely pressed in the few fights he's been in. However, with Kaneki's current state, I'd be willing to say he can land some glancing hits on the guy.
