The only battle I can recall Palpatine oversaw was the Battle of ****ing Endor where, while wielding the greatest fleet the galaxy had ever saw (with the ****ing Death Star), lost to a bunch of hand-me-down cruisers led by Captians Fishhead, Scrotumface, and Orphanboy.
Wouldn't want Palpatine to lead a ****ing army of girl scouts.

Vitiate orchestrated both the Mandolorian Wars, the Great Galactic War, built the Resurgent Sith Empire from the ground up, and did all this while having only a fraction of his focus on the Eternal Empire of Zakuul. Not only this but he has the experience and knowledge of over a thousand years of knowledge and experience. Sidious has manipulative prowess and, yes, very extensive strategic genius; but not the patience and knowledge that Vitiate has accumulated over the thousand years he's been chillen in the galaxy.
