Shattered Empire Question

In the mini series that led up to the Force Awakens there is a scene where a mysterious dude dressed in red boards a Star Destroyer shortly after the battle of Endor, takes a blood sample of the captain, gives orders to attack Naboo, then leaves.

Who is this dude?

I think I put this in the wrong forum.

I take it nobody read the series?

It was a Droid I think. Because we see parts of other droids like him in the last issue in the Luke fight.

There was a face under the helmet though. A rather odd looking one at that.

It was Palpatine's face. So was supposed to be some kind of recording.
