this only has to do with palpatine's galactic empire and the warlords after the empire fell

this does not include fel's empire or darth krayt's empire

its hard for me to rank some of these people but the first 4 i would say would be

2 palpatine
3 vader
4 tarkin

i might put zsinj, daala, ardus kaine, and cronal in there
