She's not the most powerful, but considering she's just a cripple who wrapped herself in circuitry, and ends up not only frying a Superion and Shockwave, plus creats her own gestalt with Autobot bodies, and actually manages to hurt Unicron, I'd say she's pretty strong on a pound for pound basis..
As beings of pure energy, both Waverider and the Weird should be mentioned. Both have versatile control over all forms of energy.
