Conquest is definitely about more than just damage soak. He positively revels in hurting his opponents, the more painful the better. I don't know if that is what the OP was steering towards, but if punching a hole in your girlfriend's chest to distract you in a fight is 'low-down', then Conquest qualifies for sure.

Moon Knight deserves a mention.

Dredd and Punisher are about equal as winners here IMHO. Both are willing to regularly cross lines of close combat brutality that pretty much no-one else does.
