well, why wouldn't she be? with the exception of gorgon (and early on, bullseye) she's fought evenly with or defeated pretty well anyone of h2h worth in marvel including daredevil, logan, shang and taskmaster. i'm willing to concede shiva may have a tiny skill edge, but elektra would have a solid durability edge imo and a speed edge probably. all the physical traits would make a h2h battle essentially a draw imo, with the durability edge giving the slightest advantage to elektra.

when she's been serious, dd hasn't been able to touch her post resurrection. bullseye happened pre resurrection and her pre/post resurrection feats are vastly different. she's also fought a non-mind controlled logan and taskmaster has some uber feats mixed in with some sh!tty ones. bottom line is, she is top tier in marvel in terms of skill and speed. she may not be the MOST skilled in marvel, but she is very close to whoever people want to claim IS the best. its silly to think she couldn't come REALLY close to matching shiva skill-wise imo.

Taskmaster is garbage. He is Gladiator of street levelers. Every few years getting a few feats and then getting his shit kicked in regularly.
