I'd give a slight edge. Did I mention slight? The Ultimates energy projection is just insane and I cam see Monica figuring out thr Astro Force. In terms of power, she was upgraded by BM and already they have demonstrated they are willing and able to use EP to get to Binary levels. Mot theory, done it.
