Going by sheer scaling, obviously Super 17 wins.

But the feats and difference in their scale is too great. Frieza should be able to handily one-shot him in first form, without even realizing Super 17 was there in the first place.

Super blew past GT once Goku and Bearus almost destroyed the universe in three clashes of their fists. Nothing in GT even comes close to that.

Um? Are you trying to insinuate that first form Frieza wouldn't be able to one-shot 19 and 20, even with a ki blast? The amount of energy would be simply far too big for them to absorb.

Well we never got to know the limits of the androids' energy absorption units, or if they even had limitations in the first place.

They're completely vulnerable when absorbing energy though, which is how Goku was able to charge through his chest as #18 kept him absorbing.

But Freeza's probably quick/strong enough to just tear his head off, even as he tries leeching his energy.
