To be fair I say that he stops at Superman. After all, let's remember that Zeus is reduced to only going fisticuffs. What's the strongest Zeus was shown to be? Lifting a mountain by growing? I'm pretty sure Superman can lift mountains, even Byrne Superman.
The problem is that Zeus never shown great durability. Every top tier that struck him physically has effected him. He never shown great speed either. It is believable that captain America is faster. So based off the speed difference there is no way Zeus is touching Supes without using energy blasts or other powers. Superman can literally run .5km and touch Zeus lightly and run back to the start position without Zeus knowing what happened.
