Because they are estimates and no one knows for sure how much money Putin actually has. As the first link states, Putin himself claims he has a net worth of about 100,000$.

I, too, believe that he is worth a lot more than $100k, however we dont know how much he is actually worth, so where should lists of the richest people actually put him?
