Who wins and why?

SS gets slaughtered. A weak Wolverine beat him.

While I do believe Whiplash wins here, SS would have killed Wolverine. He had Logan at his mercy and was draining his healing factor when Mariko cheap shotted him in the head with one of Logan's severed claws.

Or he might have healed eventually again his healing and heightened sense are Wolverine's mutant powers.

Except Logan was visibly aging/getting weaker and SS getting younger as the healing factor was being drained. At the point the fight was interrupted, Logan was clawless and totally at the Samurai's mercy. So a more likely outcome is that SS would have drained Logan until death if Mariko had not intervened.

He had bone claws he didn't bring them out yet I think he would have healed again imo

His claws only regrew later. They were severed at that point. SS still drills into the severed stubs of the claws in order to drain his healing factor. And IMO he would have died. Even if the draining didn't kill him, a rejuvenated SS with his heated sword could easily kill a weakened Logan.

Whiplashi couldn't cut through ironman's armour. How is he going to cut through adamantium?

Whiplash at the race track or fully armored Whiplash?

Either or.

He damaged the armor which in it self is impressive since it tanked a tank shell

Tony admitted due to his lack of sleep and concentration his armor in those showing was shit.

His good armor was able to take tank rounds to the face.

To be fair , IM3 was shit

It was mentioned in the film that the vast majority of the crappy suits in IM3 were prototypes Tony built while suffering from insomnia and dealing with PTSD from the Avengers New York battle. So they weren't the tried and tested combat suits he usually sports.

Fact is, based on actual screen feats, Tony's armour has superior showings to SS's armour, regardless of whether it supposedly is Adamantium or not. There is no way in hell, based off of feats, that Logan could just rip panels off of Tony's armour with his bare hands. If SS's suit really was adamantium, all it shows is that Tony's armour is superior to movie X-verse adamantium.
