Giving his speed way too much credit, Armstrong has never operated like that, usually he does bull rushes in linear paths.

But even then, he's fought against Raidan, who by the time of MGRR is at least hypersonic+, yes? 2003 Hulk had never demonstrated speed like that.

Senator Armstrong's moves aren't really linear in the Sam DLC fight. The guy even has a homing fire tackle. Not that he needs to be fast or omni-directional to take out 2003 Hulk.
