Which show is better? Clone Wars? Or Rebels?

The episodes did develop the characters, but to a point...I may have expected a little too much from them though, so probably reason why I wasn't too thrilled on em.

Though I will say 100% I couldn't care any less about Chopper if I tried.

I think Ares is right that character development is present in most Rebels episodes, in some cases its the only thing that gives the episodes a point, and that wasn't always the case with a lot of arcs in TCW.

However you don't need character development to make a good story. On the other hand these Rebels episodes just need to be longer, they need more depth and more attention paid to setting and supporting characters.

I wish Rebels was more like ATLA
