Why is Achilles after Legolas?

He should clear, with Legolas being his greatest challenge.

I think he stops at Legolas. He can win against the elf, but not for majority methinks. He would have won against Achilles though.

Ra's could take him.

I think Snake Eyes stops at Legolas but could beat Achilles which makes their placement look weird in this gauntlet.
