Not really. It might not be easy due to Bryne's Supes being less powerful too, but depowered Surfer didn't really have a whole lot in the raw power department. There were a couple references to him being severely depowered during that period. He had some good high end feats too, but nothing that blew Bryne's Supes out of the water and he had some ridiculous lows that more than balance the high end stuff out. All his really big stuff like destroying planets, evolving planets, creating blackholes, etc., came from later days after he escaped from Earth so it's no huge stretch to say Supes wins this one.

Although he was at a fraction of his power, depowered Surfer still alluded to his power to shatter and smash planets a few times, and demonstrated he still had planetary level energy manipulation when he easily disrupted all power and communications on Earth.
According to Surfer, while trapped on Earth he had to hold back his power to avoid atomizing Earth.

Quex-ul stated that Superman was as strong as pocket dimension kryptonians (pre crisis that is).
Mind you, Superman actually knocked Pre-crisis Mon-El out. The same guy who was tossing planets at the time trapper.
