Like I said; activating the Miracle Machine requires multiple different pieces to be in place and the Green Lantern ring was the final piece. Once the GL ring was in hand the MM could be activated and the wish could be made.

GL Hal or Kyle over Surfer

What instance are you referring to? During Finsl Crisis, I recall John Stewart providing his GL ring to construct the Miracle Machine but not Hal providing his willpower. Hal and the GL Corps were still fighting their way towards the singularity and only arrived once the Miracle Machine was activated to stake Mandrakk.
