Would North Korea Ever Use Nuclear Weapons?

So, given that the United States and South Korea are about to conduct the largest military drill(s) ever conducted between them, it's pretty obvious that North Korea would feel very threatened. But would they actually go so far as to nuke South Korea and the United States if they feel that cornered?
'It said its first target would be South Korea's presidential Blue House, while U.S. military bases in Asia and on the U.S. mainland would be its secondary targets. About 28,500 U.S. troops are based in South Korea.'

It's odd than when N Korea tests a missile it's considered antagonistic yet when the US and S Korea conduct huge military training exercises specifically aimed at N Korea it's not considered antagonistic.

If North Korea launched one at us, Obama would never retaliate with one back.

dude. come on. why do you have to be so anti-west. those exercises are done AFTER n. korea does something stupid. why even stick up for a country whos leader let's the majority of people starve in the street. why for a second do you look for excuses?

I would disagree with that. Well Obama might if it hits Hawaii or California. Both BIG BLUE STATES. If it hits Alaska. ....mmmmyeah He wouldn't give a snot about it.

I think it's generally accepted that those drills are antagonistic, but given the permanent North Korean military buildup along the border, it's not like they're not warranted.
