Nope.There were creatures around before the universe was created, like the shapeshifting demon that killed Elaine, or tried to kill her, I can't remember if she actually did.
Also, the two demons that tried to kill Lucifer and become God when Yahweh left were before creation iirc.
In any case, there are realms where an angel's powers are greatly diminished.
That doesn't mean God isn't the creator, it's just that there are other things that pre-existed before Creation.
