Not necessarily. For instance there was a really powerful version of Electro from the Spider-Man cartoon. So that version vs Static from his own cartoon could potentially win. It's also possible comic Electro could defeat cartoon Static.

He uses his tk to throw his saucer (standard equipment) at him at supersonic speeds or punches him while flying at supersonic speeds, hell ,even even dcnu version displayed serious agility and martial arts (which enabled him to fight a physically enhanced super villain with his bare hands. And you're damn right that this fight isn't taking place in a city, static wouldn't break a sweat in those sort of conditions.

Punching him at supersonic speed won't work. Electro's been upgraded not so long ago, he's a living lightning these days. He still continues to job but in a forum fight where CIS/PIS is off it'd take a whole different tactics if Static is going to win this.

But you notice I mostly said the animated version of Static would lose. Which that guy? Has no super sonic punches or anything like that. So thus it is wrong to say every version of Static could win.
