He'll pop up if there's a significant threat, but really, he's got a lot to do in the Empire.
The whole point *of* Inquisitors is so the Sith don't have to waste their time on small fry.
We don't know what is going on in other parts of the galaxy. The rebels we follow are just one cell. If the Emperor told Vader to send inquisitors then there must be bigger fish for Vader to fry. The galaxy is a big place after all. There could be worlds in open rebellion or even entire sectors that need Vader.
Just accept there's no good reason why Vader wouldn't be the one personally hunting them down.
Like, it's his former apprentice and two Jedi leading the rebel cell. It's sort of above the Inquisitors' pay-grade to be successful in capturing them. And if there were other large-scale rebellions in other systems we would have heard about it, seeing as how Ahsoka and Bail would be very aware of the goings on throughout the Galaxy, for the most part.
Also, blame Palpatine- he told Vader to send Inquisitors after the rebels instead of pursuing them personally.

Or the galaxy is really freaking big and Vader does have off-screen things to take care of. We didn't see every battle of the Clone Wars and we are only going to see a small part of the rebellion.

It's extremely unlikely there are more pressing rebellions that need to be quelled, and if there were more widespread rebellions and rebel cells, it's sort of Ahsoka's job to be connected with them and have established relations with them, so I think we would have heard about them. Take note that the rebels we see in the show (the Ghost crew) are actually kind of supposed to be the catalyst for the larger rebellion we see in the OT.
